Man Arrested After Alleged Attack on Wheelchair-Bound Victim Outside Sarasota City Hall
Sarasota, FL – A man was arrested outside Sarasota City Hall after allegedly attacking an elderly man in a wheelchair in broad daylight. The incident, which occurred on February 9, 2023, involved Jody Belli, who was seen on surveillance footage grabbing Douglas Peabody’s wheelchair and choking him while attempting to take his belongings.
Eyewitness Accounts
According to witness Justin Kloer, who was on a break outside City Hall, Belli aggressively approached Peabody, pulling his wheelchair backward before wrapping an arm around his neck. Kloer reported hearing Peabody scream for help, prompting him to intervene and call 911 when Belli turned his aggression toward him.
Peabody stated that Belli had been harassing him, demanding his belongings, and yelling that he was going to “take all of his shit.” As Peabody attempted to move away, Belli allegedly grabbed at his pockets and then choked him from behind. Though Peabody did not sustain visible injuries, he stated that the attack made him feel like he was unable to breathe and that he wanted to press charges.
Suspect’s Statement and Arrest
When questioned, Belli claimed he was merely trying to help Peabody collect his belongings and that he had no ill intentions. He insisted that Peabody was a friend and that his actions were misconstrued. However, officers on the scene placed Belli under arrest after Peabody positively identified him as the aggressor.
Belli was transported to Sarasota Memorial Hospital for a medical evaluation after requesting assistance while in handcuffs. He was later taken to the Sarasota County Jail and charged with robbery under Florida Statute 812.13(3)(a).

Law enforcement officials reviewed surveillance footage from the scene, which corroborated Peabody’s and the witness’s statements. Despite Belli’s claims, the case was closed and inactivated following his arrest. Peabody was provided with a Victim’s Rights Brochure and other legal resources.
